David Foster OBE
Chairman – Foundation of Nursing Studies, Trustee – The Queen’s Nursing Institute
David Foster OBE is a registered nurse and midwife. He is chairman of the Foundation of Nursing Studies and trustee of the Queen’s Nursing Institute.
He is a visiting professor at Buckinghamshire New University, King’s College, London and Manchester Metropolitan University, a Fellow of the Char-tered Institute of Personnel and Development. He has a PhD in public sec-tor management, an honorary doctorate from Middlesex University and is a member of the Court of London South Bank University. He also has a Life-time Achievement Award from the British Journal of Midwifery and is an honorary fellow of the Royal College of Midwives.
A former Deputy Chief Nursing Officer he retired from the civil service in 2016 as Head of the Nursing, Midwifery and Allied Health Professions Policy Unit at the Department of Health. During his eight years at the Department he advised Ministers and policy teams on nursing, midwifery and allied health professions issues affecting the health and social care system.
David trained in nursing at the Middlesex Hospital, London and in midwifery at Falkirk and Stirling Royal Infirmaries, in Scotland. His postgraduate ca-reer focused on adult intensive care nursing before moving into manage-ment and professional leadership roles. David ended his NHS career as Di-rector of Nursing at Hammersmith Hospitals NHS Trust.
In recognition of his service to nursing and to midwifery he was awarded an OBE in 2018.
