Key provisions in the Employment Rights Act – what care and support employers need to know

Liz Jones is Deputy Chief Executive Officer and Policy Director at the National Care Forum. Liz leads the policy and research team, influencing and championing NCF members’ voice, is responsible for membership support and engagement and leads NCF’s research work. Liz has a strong background in social policy, care and support and health and housing, with over 20 years’ experience across civil service, local government and the charity sector.

Finn Turner-Berry is Workforce and Research Lead at the National Care Forum having joined in February 2022 having previously worked in the policy team at the Health Foundation. Finn is lead on NCF's workforce policy and helps coordinate and deliver the organisation’s academic research portfolio. His work has included contributing to sector-wide discussions on the Employment Rights Bill and Fair Pay Agreements, alongside projects that strengthen evidence-based approaches to workforce development and reform. His briefs span workforce policy, social care data, industrial relations, learning disability and autism, and research methods. As part of the NCF team, Finn has supported projects such as developing resources to guide the safe delegation of healthcare activities, creating tools to accompany a digital skills self-assessment, and conducting research into working-age adults’ access to digital care records. He has also been involved in studies on cybersecurity in the not-for-profit care sector and the MEND project, which explores how to attract and retain more men in care roles.

Hannah Bollard is a Senior Associate in the Employment & Pensions team at Anthony Collins Solicitors, with over 9 years’ post-qualification experience. She specialises in advising health and social care sector clients on a wide range of employment law matters. Hannah is known for her clear, pragmatic advice and collaborative style, and regularly speaks at sector events hosted by organisations such as Care England and the National Care Forum. Her expertise includes defending employment tribunal claims, advising on TUPE and restructures, delivering bespoke training to managers, and ensuring compliance with National Minimum Wage legislation.

Kate is Director of People at Royal Star & Garter, a charity dedicated to providing exceptional care for veterans and their partners. She oversees all aspects of people strategy, including HR policy and processes, employee relations, payroll, equality, diversity and inclusion (EDI), organisational development and design (ODD), and workplace culture. Kate also serves as the charity’s Armed Forces Champion, strengthening its commitment to the military community. Before joining Royal Star & Garter, Kate built a distinguished career in the Civil Service, holding senior roles across the Cabinet Office, the Ministry of Defence, and other departments. Her experience includes serving as Programme Manager for large-scale people initiatives, Director of Collective Leadership, and HR Chief Operating Officer.

As Deputy CEO of Making Space, a national charity, he’s responsible for people and operations, helping ensure quality care, strong services and effective delivery. Phil brings a strong focus on leadership, culture and continuous improvement, supporting teams to do their best work and improving outcomes for the people they support. A Fellow of the CIPD, Leadership Fellow at St George’s Windsor, Executive Coach and Chair of the National Care Forum’s HR Community of Practice, Phil is passionate about developing leaders and raising standards across social care.
