The Fair Pay Agreement – good news for care workers but what are the implications for providers?

Liz Jones is the Policy Director of the National Care Forum and has a strong background in social policy, care and support and health and housing, with over 20 years’ experience across the civil service, local government and the charity sector.

Finn leads NCF's workforce policy and coordinates its academic research portfolio. His work includes contributing to sector-wide discussions on the Employment Rights Bill and Fair Pay Agreement, alongside strengthening evidence-based approaches to workforce development. Finn’s remit spans workforce policy, social care data, industrial relations, learning disability and autism, and research methods.

Teresa leads the charity’s People Team, who work to ensure that all of our colleagues are happy, healthy, and well-supported in both their home and working lives. Since joining our charity, Teresa has made an incredible impact, leading on initiatives and investments that have transformed Community Integrated Care’s People function, allowing them to be more supportive than ever. This has included the creation our charity’s first Wellbeing Strategy, exploring flexible working options for office-based teams, and developing Community Integrated Care’s first-ever Diversity & Inclusion Plan.

Phil is an award-winning senior leader with over 30 years of experience in the social care sector. As Deputy CEO and Chief People Officer at Making Space, Phil has successfully led culture change, enhanced workforce engagement, and secured IiP Gold Accreditation across multiple organisations. With a strong track record in unionised environments, Phil has expertly navigated complex industrial relations, including restructures, pay & reward structures and TUPE processes. A Fellow of CIPD, Leadership Fellow at St George’s Windsor, Executive Coach, and Chair of the National Care Forum’s HR Community of Practice, Phil is dedicated to leadership development and advancing excellence in social care.

Georgia is a Civil Servant in the Department of Health and Social care and has been leading work on the scope and enforcement of the adult social care Fair Pay Agreement. Georgia joined the department in April 2021 and has worked on adult social care charging reform and the Better Care Fund.

Olivia has been a civil servant for the Department of Health and Social Care since joining in 2021. Having worked on the COVID-19 Inquiry and wider Adult Social Care reforms, Olivia now works in engagement for the ASC Fair Pay Agreement team.
