How the adult social care sector is helping shape the new direction for regulation 

Liz Jones is the Policy Director at the NCF and has a strong background in social policy, care and support and health and housing, with over 20 years’ experience across the civil service, local government and the charity sector.

David has 19 years’ experience in regulation, starting in 2006 with the Commission for Social Care Inspection, now part of CQC. He moved from data and reporting into policy in 2013, later leading key projects like market oversight and local authority assessment. He now leads the Regulatory Model Policy team, aligning CQC’s approach with its strategic goals.

Amrit is an established Care Provider in adult social care and has first-hand experience of working in the sector and the complex range of issues that our members face. She has also practised as a solicitor specialising in Regulatory Compliance and Health. She brings this wealth of knowledge and expertise to her role as National Care Associations Compliance Director.

Lynette joined Right at Home UK in 2021 with extensive experience in Adult Social Care, regulation, and compliance. She leads work on the Single Assessment Framework (SAF), shaping internal audits and supporting early adoption. Committed to provider advocacy, Lynette collaborated with the Care Provider Alliance on Professor Sir Mike Richards' review, representing the Homecare Sector in SAF development.

Emma Lindblom is Head of Quality Improvement at MHA, a charitable organisation currently operating over 100 services for older people in England and Wales. Emma was the NCF’s representative member on the CPA Steering Group for the CPA CQC Single Assessment Framework review report.

Richard joined Care England in 2021 as a Social Care Advisor, having collaborated with them since 2014. With 25 years in procurement across Utilities, Banking, Travel, and Care, he previously worked commercially in the care sector. He now provides technical and commercial support on funding, workforce, VAT, and social care reform issues.
